Solutions for a Federal Lebanon
20120402
The republic of Lebanon
could develop better if it got a new ruling system.
The state should be a
federal state and more decentralized.
The different regions should
have the right to decide more than they do today.
Lebanon is a country where
people are mainly belonging to either the Phoenician/Aramean or the
Arabic identities with many different Christian churches and Islamic
directions within. The different groups are in majority in different
regions.
Here are some propositions:
The taxes on salaries and
consumption could be 20 % each, divided 75 % to the region and 25 %
to the state.
The state can have
responsibility for the army, police, fire workers, foreign
relations, borders, airports, harbors, highways, state universities
and state hospitals in all regions, parliament, government and
president office.
The region can be in charge
for water, roads, street lights, local polis, naming of streets and
other landmarks, preschool, elementary school, college, tourism
related sectors and constructions.
Branches that should be in
private directions are the electricity, transportation and all kind
of phone and internet communications.
